I am thankful for the TVET-PIU Team in sending me the latest TVET Newsletter!! This edition of the TVET Newsletter brings valuable information to the readers and will no doubt help to bring a positive face lift to the newly established TVET system in the Maldives. My sincere appreciation goes to the TVET-DHET Team who are constantly working to establish and promote the TVET system in the country!

Civil Service Act comes into effect on May 1, 2008

As Civil Service Act comes into effect on May 1, 2008, all the attentions have been on the adverse affects that are being brought with the Act. It is no doubt that the first susch system in the country would be in its infancy stage due to the newness of such a system in the Maldives. However, with time, maturity would be attained and those adversely affected today will be fairly treated in due course.

Being a TVET specilaist, I would like the new Civil Service Commission to focus on assiting the Education and Training Providers in the country with clealry spelled Job Descritpions, rather being vague and out-of-date job tasks or duties. Updating the various job decriptions would help to increase the slow and sluggish Public Administration System. We need to exert a serious input in reducing the red tapes and increasing the overall speed of the Maldives Public Administration Machine.

Job Analysis of all the Civil Service Employees need to be done to prepare an up-to-date Job Description with clear Performance Measurement Mechanisms.

Such a system will no doubt help the newly established TVET system in designing training pograms to the needs of various jobs or positions. Performnce requirements of various jobs when linked with the Education and Training will help the TVET system to to develop clearly spelled Competency Based Curriclms and would ensire the newly established TVET system is afterall demand driven.

I am sure Cvil Service Commission will look into the above suggestions as we despeartely need to improve the quality and speed of our Public Administration System.

The First Employment Bill Passed in the Maldives!

The People’s Majlis (parliament) on passed the First Employment Bill on 23rd April, 2008, setting out a comprehensive package of rights for employees in the Maldives for the first time. Once the bill comes into force, working hours will be limited to 48 per week and workers legally entitled to a minimum wage, as well as annual leave, maternity leave and 15-minute prayer breaks. Once the President has ratified the bill and it becomes law, every worker in Maldives – whatever their citizenship – must receive a minimum wage, at a rate to be set by the minister of employment.

Delivery of first Enterprise Model of Training " Automotive Maintenence, 1"

Center for Career and Technical Education in collobration with MHESS delivered the first training program on the newly established enterprise model on the newly introduced TVET system. The program ran from 3rd December, 2007 to 17th Febraury, 2008. The program was delivered to the Workshop Staff of Maldives Police Service. The referred program was delivered to the recetly compiled National Occupational Standards developmed by the Transport Sector Council.

CCTE Team is proud to be the first Institution which delivered such a program under the new TVET system.

Introduction of Formal Enterprise Model of Training in the new TVET Framework!

The newly introduced TVET Framework includes introduction of an enterprise model of training in addition to the current institution-based training in the Maldives. In the anticipated enterprise model, practical training will be delivered within the local workplaces while the theory classes will be delivered from the relavant institutions. This model is infact similar to apprenticeship or traineeship models currently practiced in many countries and also has features of the popular German Dual Sytem of training.

The Cabinet on 30th Spetember, 2007 advised the President to establish a Technical Vocational Education and Training Framework and Institution to provide vocational education and training opportunities for students and youth of the country. The Cabinet made this recommendation during the Cabinet meeting held last night, after discussing a paper presented by the Ministry of Higher Education, Employment and Social Security on the establishment of such a framework and institution. The institution will train people required for the industries in the country. The Technical Vocational Education and Training Framework will develop guidelines for the public sector and private sector to develop employment related skills of students and youth. Cabinet members discussed the merits of technical vocational education and Training. In this regard, members highlighted the role of such a system in developing youth to ensure that they have the necessary skills required by the job market. Members also noted the importance of ensuring that the increasing number of school leavers who complete their secondary education are employable.
